[petsc-dev] Propose a change for PetscObjectDestroyOptionsHandlers()

[Lisandro Dalcin]

PetscObjectDestroyOptionsHandlers() do not check if the registered
destroy routine is NULL. In general, the destroy routines are
optional. Should we fix this in maint?
