Rebasing is not allowed once someone _depends_ on your commit. Pointing
another project at a commit is a dependency.
You can break anything, but the commit should live if another project is
being pointed at it. One exception is if the branch is _rejected_ (not
merged to 'master'), but then the downstream package obviously needs to
adapt.
