[petsc-dev] moab nightlybuild failure

Moab builds are failing perhaps after switching to using git repo [if
git exists] from tarball. This is due to the missing 'configure'
script in the repo [which presumably needs to be generated.

How do we fix this?

[well if using git repo - we might have to check for additional
dependency 'autoreconf' and run 'autoreconf -fi'. But if it doesn't
exist - do we fall back to tarball or just error out? And I have no
idea where such code would go in the 'GNUPackage' notation]
