[petsc-dev] Migrate SLEPc to bitbucket

Now that slepc-3.4 is out, I would like to migrate the SLEPc repository to bitbucket. I think it is good to have a user experience and workflow as close to PETSc as possible.

To avoid sending lots of emails to the list, I would appreciate if anyone can volunteer to help me in the process (converting from svn to git, creating users and branches, and so on).
