[petsc-dev] make all-legacy broken

neither does 'all-cmake' - as 'make all' is the one creating the logs.

To get the logfile currently one can do: 'make all PETSC_BUILD_USING_CMAKE=''

I guess I could another layer over these targets to get
all-legacy/all-cmake to create the logfile.
