I've forked on Bitbucket: https://bitbucket.org/fr710/petsc4py

So far I've pushed 4 changesets (on the pyop2 branch), the last of
which adds Mat.createAIJWithArrays allowing the user to create a Mat
from existing CSR structure without copy. It maps to
MatCreateSeqAIJWithArrays, MatCreateSeqBAIJWithArrays or
MatCreateMPIAIJWithSplitArrays depending on the parameters. I'd be
interested to get your thoughts on it.

Feel free to take this discussion off list if you feel it's not
relevant to everyone.
