[petsc-dev] ISSetFromOptions and -is_type?

This function doesn't exist and despite documentation claiming that
-is_type will be used, there is currently no mechanism for dynamic loading.
Does this even make sense? There isn't currently a useful mechanism for
creating an IS of undetermined type.
