[petsc-dev] MatInvertBlockDiagonal

This routine currently returns PetscScalar**, but I don't think it was ever
intended to be writable. I'm changing it to const PetscScalar** unless
someone speaks up. Also, the auto Fortran interface was incorrect, thus
clearly unused.
