[petsc-dev] --download-mpich --download-openmpi and mpicc

  Sean hit the rather obvious nail on the head. Do to the poor design of the mpicc it usually doesn't make sense to have mpicc compile another MPI

   Satish or Matt could you fix this and put in Sean's error message :-)
