[petsc-dev] Documentation comment support

somewhat ;-) I don't see how/why it is better than
$> doxygen | grep warning
(or any other tool with similar purpose).

What I appreciate, however, is the fact that it promotes attention to 
documentation (at least for those who care about warnings...)
