[petsc-dev] I hate Mecurial

The problem is the missing file

$ hg st
! proposal/.#bios.tex

Either restore that file by running "hg up -C" or "hg revert -a" and then
merging. I thought this was fixed in mercurial 1.9. Which version are you
running?
