[petsc-dev] make test failure

ok - here is one guess.

You have old mpich sources in your petsc-dev/externalpackages, and using
--download-mpich=1

suggest: 'rm -rf externalpackages linux-facets', get latest petsc-dev,
BuildSystem [hg pull -u] and redo the build.
