PCGASM allows submatrices in subcomms. A similar functionality is coming as part of PCFETI. It's being factored out as a DMDD subdomain management class, but I am developing it as a separate branch (hg bookmark), which is why I'm not pushing to petsc-dev, but maybe I should, since that part of the source tree isn't being built as part of make all.
At some point last fall we were talking about reimplementing PCFIELDSPLIT on top of PCGASM, as it can handle subproblems on subprocs.
