[petsc-dev] CUDA sm_13 for double

I think the two lines below (config/PETSc/packages/cuda.py ) are wrong:

      if self.scalartypes.precision == 'double':
        self.setCompilers.addCompilerFlag('-arch sm_13')

What if your GPU is sm_20?
