  --download-f-blas-lapack=<no,yes,filename>
  --download-f2cblaslapack=<no,yes,filename>

i see --download-c-blas-lapack is renamed
--download-f2cblaslapack. Should --download-f-blas-lapack also be
renamed similarly?

[with error checks in configure.py for the old usage for both?]
