[petsc-dev] changing OpenMP name in PETSc

   Before the release we need to change the name of PCOPENMP and all the utilities named PetscOpenMP.... since the name is confusing because it isn't directly related to OpenMP.

    For lack of a better name I suggest  HMPI for Hierarchical MPI since it is imbedding parallel MPI objects into sequential objects.

    Objections, better names?
