[petsc-dev] change to MatIsTranspose() and failing test

After wasting as considerable amount of time debugging issues related
to uninitialized variables passed to MatIsTranspose, I've pushed this:

summary:     MatIsTranspose(): error if any matrix does not support the test

And now, the best below fails, becase SeqBAIJ does not support transpose test.
