Could you now try this (remove the previous installations with 'pip
uninstall petsc slepc', or perhaps "rm -rf $HOME/lib/python/petsc-*")

pip install --install-option=$HOME petsc slepc

This should download petsc and slepc from PyPI, and install it in
$HOME/lib/python

PS: Matt could not get this working, not sure what's going on in his
Mac. This is working 100% for Jed and me on Linux.
