[petsc-dev] configure checking for FC but PETSc not using them

  OK, I can't figure out where HAVE_FORTRAN and HAVE_F90 are defined in BuildSystem or PETSc.  I think basically you need to find out where they are defined and provide the option to not have them defined.

  Note: I did find where you define them for cmake :-)
