[petsc-dev] remove two declarations from release-3.1 and dev

These two declarations at include/private/vecimpl.h

EXTERN PetscErrorCode PETSCVEC_DLLEXPORT
PetscLayoutSetSizeBlockSize(PetscLayout,PetscInt);
EXTERN PetscErrorCode PETSCVEC_DLLEXPORT
PetscLayoutGetSizeBlockSize(PetscLayout,PetscInt*);

should be removed. Am I right? Are these leftovers from some old, bad renaming?
