[petsc-dev] new clones for petsc-3.1

Folks,

The nightly builds are relatively clean - so I've created the 3.1
branch/clone for the upcoming release.

The release related fixes should now be pushed into the 3.1 clone, and
regular development stuff can continue with petsc-dev.

[the pushes to 3.1 will have to be merged to petsc-dev - and not the
other way arround]

Also, there should be no more pushes to petsc-release-3.0.0. I've
uploaded petsc-3.0.0-p12.tar.gz corresponding to all the current
patches with this rpo.
