I guess we should add that check - to be consistant? [blaslapack.py
doesn't use package.py - so is not completely consistant to all other
packages]

Its not really a separate package because its part of PETSc
sources... Its tied into PETSc sources - and need petsconf.h. And it
doesn't have separate makefiles to build it - like other pacakges do.

But the primary user interface it provides is 'sequential PETSc' -
which most users relate to. [download-mpiuni is more confusing than
with-mpi=0. For one there is no download - and then one has to know
implicitly mpiuni - is for mpi substitute for sequential mpi]
