Matt, I think a better way to do this is to write the file itself to the
subdirectory and then symlink it from $PETSC_DIR (the best way would be when
configure.py exits, even if via an exception).  The point is to make
manipulation of $PETSC_DIR/configure.log atomic since multiple configure
processes may be running at once (note that configure often takes
significantly more time than compilation since the latter is parallel).
