src/ksp/ksp/examples/tutorials/ex10.c does not work in parallel without vector in file

    An error was introduced into src/ksp/ksp/examples/tutorials/ex10.c  
a while ago that makes it hang if run in parallel with a binary file  
that does not have a vector in it. (previously it use to determine a  
vector was not next and use a right hand side of 1. Now it hangs.

Curious no test found this problem until Dinesh.
