Patch to fix warnings in petscblaslapack_stdcall.h

Sorry - I missed adding this for the 3.0 release. Will add it for the
next patch update.

However - I don't remember seeing any warnings on windows builds with
the current petscblaslapack_stdcall.h file. Under what circumstances
do you get warnings?
