PETSC 3.0 wrapup

The worst remaining thing I know for 3.0 is the failure of batch
configure when MPI compiler wrappers are not used. The cleanest
solution is to have the MPI libs linked into the batch executable,
but this looks like it would take some time. I will try and get it done,
but I am at this MN right now.
