testing new repository

I've changed the petsc-dev URL for the nightly builds to use
http://petsc.cs.iit.edu/petsc/petsc-dev-dalcinl.

Just so that these machines don't have issues with pulling from
petsc-dev-dalcinl, I've merged the latest petsc-dev changes into
petsc-dev-dalcinl
