pushed changes for strict aliasing issue

I've just pushed the changes for solving the c99 strict aliasing issue
regarding PetscObject and derived objects.

As the conversion was a mixture of sed trickery and manual editing,
perhaps there are bugs, but  'petsc-dev-dalcinl' clone with
ML+HYPRE+MUMPS builds fine and all testsuite (C and Fortran) pass for
me.
