testing petsc-dev for upcoming release

PETSc Dev users,

We hope to make a release tomorrow [friday]. This is a call for help
to test configure.

This is regression testing to make sure petsc-dev configure works for
all working 2.3.0 installs

So, try building petsc-dev with the _equivalent_ configure options
that worked before for petsc-2.3.0. If this doesn't work - let us know
[at petsc-maint at mcs.anl.gov]. Previously used configure command can be
obtained from petsc-2.3.0/bmake/$PETSC_ARCH/configure.py

petsc-dev tar file is located at:
