Release candidate of PnetCDF version 1.13.0.rc1

Hello to the PnetCDF community,

It has been almost two years since the 1.12.3 release of PnetCDF in Feb. 2022.
As we are preparing for the next official release 1.13.0, the release candidate
of version 1.13.0.rc1 is now available for downloading.

Below is a list noticeable changes from the previous version.
* Configure option `--disable-file-sync` is now deprecated.
* File open flag NC_SHARE is now deprecated.
* Clarify the file consistency supported by PnetCDF. See doc/README.consistency.md
* A new constant NC_COUNT_IGNORE is added to allow flexible APIs to be used as
  high-level APIs.
* Three new environment variables `SEQ_CFLAGS`, `SEQ_LDFLAGS` and `SEQ_LIBS`
  now can be used when building the sequential utility programs.
* Check file name in case it contains a file system type prefix, such as "ufs:".
* Fix the issue when NC_CLOBBER is used and the existing file is a symbolic link.
* Utility program ncvalidator is updated to check expected file size.
