New release of PnetCDF version 1.12.1

Hello to the PnetCDF community,

The new release of PnetCDF version 1.12.1 is now available in
https://parallel-netcdf.github.io/wiki/Download.html

Below are some noticeable changes from the previous version.
* Resolve issue when using OpenMPI version 4.0.2 to build PnetCDF.
  An error related to MPI constants that have been deprecated in MPI
  standard 3.0 may occur.
* A new command-line option `-t` is added to utility program `cdfdiff` to
  compare variable differences within a tolerance.
