Release of PnetCDF 1.6.1

Hello to the PnetCDF community,

On behalf of the PnetCDF team, I am pleased to announce the latest
stable release of PnetCDF version 1.6.1.

This release adds support for the fill mode.
It also fixes a few bugs.
