New release: parallel-netcdf 1.3.1

Hello to our pnetcdf community.

We are pleased to announce Parallel-NetCDF version 1.3.1. 

This release contains a few minor bug fixes and cleanups throughout
the code.  The primary purpose of this release is to incorporate some
feedback about our "Buffered put" interface (Thanks, Jim).
