parallel-netcdf buffered I/O interface

I just found out pnetcdf cannot be built with TAU properly, because
TAU compiler wrappers fail to handle some C define MACRO, such as string substitution.

But I don't think this is urgent. Let's go ahead and release 1.3.1.
