xlf90 with pnetcdf.inc

Hi Rob,

xlf90 on AIX does not like #define statements as they are used in 
pnetcdf.inc. Using cpp manually didn't help either as it does not 
resolve the include statements. This also applies to -qsuffix=cpp=F90 
option. Do you know what to do?
