regenerating the fortran interface

this is a bill question:
jianwei's implemented more netcdf functions since the last time you
generated the fortran interfaces. We also use 'netcdf.h' instead of
the (apparently) unused mpinetcdf.h, so there are a lot of c functions
for which we need bindings.
I ran the 'createffiles' script and generated a ton of .c files. Was
there any sort of manual tweaking you did to the netcdf files? If
not, i'll commit the newly generated files.
at some point i'd like to make the fortran bindings depend on netcdf.h
and have a make rule trigger their rebuilding, but that's a project
for later.
