We defined some NF_*_IS_C_* macros that would work for most platforms,
but it looks like you've demonstrated that we need to (finally)
implement the "real" fix.  

We know how to do this (Bill has code to do this in MPICH-2), and I'll
teach pnetcdf the right configure.in checks when i get back from
vacation.
