Hi Frank,
Yes -- we currently don't support periodic bcs for
anything smaller than a 3 x 3 x 3 array of elements.
There's a technical reason for this --- it can be
circumvented if really needed, but it would not
fit within the std. context.
Sorry about that.

PS - the technical reason has to do with the fact
that a 2 element mesh, periodic in x, would
have global vertices numbered
1-----2-----1
along one of the edges of the domain. Nek
would not be able to understand that the 1-2
edge is not shared with the 2-1 edge...
