[mpich2-dev] distributing derivative library

We implemented a library for performance prediction by modifying MPE
Logging Library in MPICH2. We would like to distribute the new library
to other users. Could you tell me whether it is allowed?
If it is allowed, are there any rules of copyright display on modified
files?
