[mpich-discuss] Announcing the availability of mpich2-1.4

MIT or Simplified (2-clause) BSD are both acceptable approximations of the MPICH2 license.  I tend to describe it as "MIT" in order to avoid ambiguity with the various forms of the BSD license, and because we have no "views and conclusions" disclaimer.
