Problem will be with CPUS>=Value, when more CPUs are granted then reported by LSB_MCPU_HOSTS.

If it sets the value passed to the "-n" parameter of bsub, that's the
correct behavior -- this is what we want it to do.

If it sets the value to "1", that's incorrect.

So which one does it set?
