[MPICH] The SMPD does not build on Solaris 9

The setenv problem was fixed back in July but since there hasn't been a
release since then it obviously isn't in the current distribution.  It will
be available in the next release.

The SMPD does not build on Solaris 9 because the smpd_launch_process.c file
uses the setenv function which is not available on Solaris and some other
flavors of Unix.
