[MOAB-dev] Release MOAB 4.5.0 final on Friday (probably)

I haven't seen any bug reports for 4.5.0RC1, so I think it's time to
release the final version. Are there any commits we'd like to include
*after* r5423? I can include them if they're important; otherwise, I'll
call r5422 the "final" release and tag it as such.

I'll give everyone until Friday to make sure we don't miss anything
important; if that's not enough time, let me know.
