[MOAB-dev] DAGMC: topology for implicit complement?

Hello,

I am working to rationalize the use of tolerances in the point 
membership functions and ray tracking functions.  One issue I came 
across is that the implicit complement never gets a topological 
relationship between the volume and its surfaces.  The relationship 
exists in the OBB Tree but not in the same paradigm of parent-child 
relationships that ReadCGM sets up for other volume-surface relationships.

The slow point membership test relies on these topological 
relationships, so it fails when trying to test in the implicit complement.

I propose to add this, unless anyone with more experience/knowledge can 
tell me why this is a bad thing.
