[Minotaur] Release 0.2.1

Dear users

Minotaur version 0.2.1 binaries, libraries and source code are now available
on the web. This release fixes some bugs in version 0.2 of the four solvers,
improves log messaging and has newer versions of third-party software as
dependencies.
