[mct-ann] MCT 2.11 released

MCT 2.11.0 is available on the website: www.mcs.anl.gov/mct
and on Github:  https://github.com/MCSclimate/MCT.

The main changes involve an update of the configure system to autoconf 
2.70, a performance improvement for some Intel MPI libraries and a few 
minor fixes and additions.
