[mct-ann] MCT update

Hello MCT users,

If you're wondering what has been up with MCT, it has been undergoing 
steady development within CESM (our main user).  See the bottom of the 
"Changes" page for information on what has been added since the 2.6.0 
release:

We are currently working on a new standalone release of MCT that will 
include changes previously only available in the CESM distribution of 
MCT.  Stay tuned!
