[mct-ann] MCT 2.8.0 released

MCT 2.8.0 is now available on the website:  www.mcs.anl.gov/mct


This is the first standalone MCT release since 2.6.0 exactly 3 years ago!

Still backwards compatible!

There has been development in the meantime.  The 2.7 series was included 
in releases of CCSM4/CESM1.  See the Changelog for details.

The major features since 2.6.0 are:

mct:
New datatype in AttrVect (SharedIndicies) helps speed up repeated calls 
to Av::Copy.  Thanks to Bill Sacks at NCAR.
OpenMP directives added to some routines in AttrVect and Rearranger.
AttrVect::zero no longer has a fatal error if Av is not initialized

mpeu:
Workaround for rsend performance issues on gemeni interconnect in 
m_FcComms.  Thanks to Jim Edwards at NCAR.

mpi-serial:
Many features added including MPI_Irsend, MPI_Sendrecv, mpi_op_create.

build:
Upgraded to latest version of autoconf thanks to Jim Edwards, NCAR
Add a debugging configure option, --enable-debugging
Add -O2 to default gfortran build.
