[mct-ann] MCT 2.5.0 released

MCT 2.5.0 is now available on the website:  www.mcs.anl.gov/mct

New features (since 2.4.1, the last public release):
- New simplified Accumulator which always does a SUM and an average_ 
function to make average.
- Transfer and Rearranger can now handle unordered GlobalSegMaps.
- New initm_ method in MCTWorld for models that share processors but not 
completely.

mpi-serial:  add MPI_Scan and MPI_Scatter.
