[mct-ann] MCT 2.2.2 released

MCT 2.2.2 is now available on the website   www.mcs.anl.gov/mct

This is the first public release since 2.2.0.

Changes since 2.2.0  (Some of these were included in a 2.2.1 internal release):

Attribute Vector Copy now has 4 new versions which allow you to copy just 
reals or just integers or a list of them.

Rearranger::rearrange now has an "alltoall" option which will use MPI 
alltoall functions for the data movement.  This could be faster on some 
platforms when the rearrange is effectively a transpose.

MCT has been confirmed to compile and run on IBM BlueGene.

Improved support for Cray X1:  Some routines were re-written to improve 
vectorization (Rearranger, Router::init and GlobalToLocal).   Default 
optimization was lowered to safer levels.   Additional Cray compiler 
directives were added.

A bug in m_zeit regarding CLK_TCK has been fixed.

A bug in the babel implementation of Rearranger was fixed.
